The obligations that a company itself has under labour law or collective agreements with trade unions to provide laid-off workers with certain benefits, such as severance pay or measures to increase their employability, are part of the normal costs borne by a company on its own resources. Beneath these evasion costs, any state contribution to these costs must be compensated as aid. This applies regardless of whether payments are made directly to the company or through a government authority to the workers. In fact, it should be possible to quickly agree on the parameters of such an initiative within the Quartet: new setting approaches, implemented in collaboration with the Zurich ETH and the Dutch Meteorological Service, have helped to improve the consistency of the simulation with the observations. There is a general consensus that the history of the Danish pipeline begins with a Swede: if parts of a failed business remain essentially profitable, the company can carry out a restructuring that will result in its abandonment of certain structurally loss-making activities and will allow the restructuring of the remaining activities on a basis that offers reasonable prospects for long-term profitability. Such restructuring should normally be possible without state aid, through agreements with creditors or through insolvency or recovery procedures. Modern insolvency legislation should help healthy businesses survive, preserve employment and allow suppliers to retain their customers and allow homeowners to maintain value in viable businesses (9). An insolvency procedure may also return to the market a viable business through the acquisition by third parties, whether it is the company as an active company or its various production facilities. This explains the requirement that the different UTC (k) time scales should be as consistent as possible with the UTC and with the other.

I therefore encourage the Council and the European Parliament to reach an agreement quickly on the Commission`s proposal. In this context, there is a broad consensus that 21st century Europe will lose its importance from the idea of a nation-state, while the concept of integration should become more important through the recognition of diversity.
